Your best bet would be a local open enrollment community college where you can build up a college GPA that can transfer.

UNC-Pembroke: Should not be a problem. NC A&T: Shouldn't be a problem, especially if you're a minority The rest of them are going to be tricky, especially UNC-Greensboro and UNC-Wilmington. Not sure about UNC-Charlotte -- it can go one way or another. Have you considered starting in community college first? You might have a better shot at the school you want if you can prove that you can do well in college work. Right now, your SATs are weak, they are all below the national average, and your GPA is unremarkable. Just out of curiosity, why in the heck are you waiting this long to complete your college applications? My daughter had all of hers submitted by October 15th. Waiting this long seems to be a lot of added stress, isn't it?

Yes, you do have a chance. Keep in mind, many schools also look at extra-curricular activities, volunteer jobs that you have held, and paid employment as well. Use your personal statement to focus on your accomplishments and your future goals. Work to emphasize those areas and seek the help of a mentor, family member, or friend who can review your personal statement and offer suggestions. The GPA and SAT scores may have a negative impact on your ability to receive scholarships. However, the financial aid office can work with you to explore other options such as work study and student loans. By the way, congratulations to you! You will be fine.
